Persbericht: Programmatische Verkenning Rijnenburg afgerond

De gemeente Utrecht wil met de bouw van woningen in Rijnenburg bijdragen aan een oplossing voor de woningcrisis. Om de geplande hoge aantallen woningen te bouwen moeten er in de wijk voldoende voorzieningen komen en goed openbaar vervoer. Dit blijkt uit de onderzoeken die zijn afgerond in de Programmatische Verkenning van het gebied.

In Groot Merwede worden momenteel al veel woningen gebouwd, zoals in de Merwedekanaalzone. Ook zijn er plannen om na 2030 door te bouwen onder meer in Westraven en de Galecopperzoom. Inclusief het nieuwe stadsdeel Rijnenburg vanaf 2035 gaat het om 63.000 tot 77.000 woningen. Dat maakt dit gebied de grootste woningbouwlocatie van Nederland.

Wethouder Eelco Eerenberg (Ruimtelijke Ordening): “’Heel veel mensen zijn op zoek naar een huis. En ook Utrechters maken zich zorgen of hun kinderen nog wel in onze stad kunnen blijven wonen door de wooncrisis. Om op de lange termijn te zorgen voor voldoende huizen hebben we nu plannen voor de grootste woningbouwlocatie van Nederland. Tienduizenden woningen voor tienduizenden mensen. En met deze verkenning bereiken we een mijlpaal.”

Uit de verkenning blijkt dat het nodig is om de benodigde voorzieningen in de wijk te bouwen, te investeren in het openbaar vervoer en ervoor te zorgen dat de autowegen rondom de stad voldoende blijven doorstromen. Daarnaast komt er ruimte voor een groots park, sportvoorzieningen van regionale betekenis en een recreatieplas en energieopwekking.

Groene leefomgeving
De gemeente Utrecht onderzoekt samen met andere overheden, het consortium van grondeigenaren en overige betrokken partijen de mogelijkheden om in de polder Rijnenburg deze nieuwe wijk te bouwen.

Esther Agricola, directeur van BPD-regio Noord-West zegt namens het consortium van grondeigenaren: “Ik ben blij dat de geesten bij de gemeente Utrecht en de provincie rijp zijn voor woningbouw in Rijnenburg. Het consortium bestaande uit ontwikkelaars, beleggers en woningbouwcorporaties hebben de handen ineengeslagen om een actieve bijdrage te leveren aan de ontwikkeling van Rijnenburg, die zo snel mogelijk zou moeten starten zodat bewoners daadwerkelijk de eerste woningen kunnen betrekken. Grootschalige woningbouw is bovendien de hefboom om een aantal urgente regionale opgaves zoals mobiliteit, landschap, water, natuur en werkgelegenheid, gelijktijdig en integraal afgewogen in deze gebiedsontwikkeling te realiseren.”

Na 2035 wil de gemeente starten met de bouw van Rijnenburg, waarvan een groot deel betaalbaar. Scholen, zorg- en sportvoorzieningen, winkels, werkgelegenheid, natuur en mogelijkheden voor recreatie zullen de wijk compleet maken. Het uitgangspunt van een gezonde groene leefomgeving staat hierbij voorop.

Door in de buurt groen en water een prominente rol te laten spelen en door in het noordelijk deel een van de grootste landschapsparken van Nederland met een grote plas aan te leggen, kan de biodiversiteit in Rijnenburg een enorme groeispurt maken. Deze aanpak maakt van Rijnenburg als het ware een landschapsstad. De wijk bestaat grotendeels uit appartementen en de gebouwen staan op een stadse manier dicht bij elkaar. Van jong tot oud kunnen woningzoekers er passende woonruimte vinden. De participatie start voor bewoners, ondernemers, gebruikers in en om het gebied en overige belanghebbenden.

Onderzoek naar bereikbaarheid en openbaar vervoer
Meer woningen betekent ook meer verkeer. Op dit moment is Rijnenburg niet goed aangesloten op de omliggende snelwegen, het openbaar vervoer of fietsnetwerken. Dit vraagt om snelle en hoogwaardige openbaarvervoersverbindingen, onder meer naar Utrecht Centraal, fiets- en loopverbindingen onder en over de snelwegen, en de bouw van mobiliteitshubs, die goed aangesloten moeten worden op de snelwegen rond Utrecht. Investeringen van Rijk en regio zijn hiervoor nodig. Hierdoor wordt het de Rijnenburgers gemakkelijk gemaakt om de auto te laten staan en waar mogelijk per fiets, lopend of met het ov te reizen.

De juiste locatie, arbeidsplaatsen en alle voorzieningen voor een complete wijk
Ongeveer in het midden van de polder, langs een oude stroomgeul van de Hollandse IJssel, is de meest geschikte plek voor woningen van Rijnenburg want daar ligt goede grond om op te bouwen. Bodem en water zijn sturende elementen in de ontwikkeling van Rijnenburg. Hierdoor blijft het ook in de toekomst met een ander en grillig klimaat leefbaar. Met een klimaatadaptieve inrichting zodat er bij extreem weer veel ruimte is voor waterberging en infiltratie in de bodem voor de wijk én de omgeving.
Alles wat nodig is voor het dagelijks leven, voor ontspanning en sociale samenhang, moet in de buurt te vinden zijn. De ruime mogelijkheden voor sport en recreatie gaan ervoor zorgen dat de hele regio daar plezier van kan hebben. Andersom zullen inwoners van Rijnenburg ook gebruik maken van voorzieningen in de buurgemeenten. Uit onderzoek blijkt dat circa 12.500 arbeidsplaatsen mogelijk zijn in Rijnenburg en we gaan onderzoeken hoe dit duurzame arbeidsplaatsen worden. Dit versterkt Rijnenburg om uit te groeien tot een multifunctionele toekomstbestendige wijk.

Het vervolg
Na de Programmatische Verkenning onderzoeken we verder hoe de toekomstige wijk Rijnenburg eruit kan komen te zien. We onderzoeken de mogelijkheden voor de indeling van het gebied en wat er moet komen, de kwaliteit en de financiën.

Voor een goede ontwikkeling van Rijnenburg is de samenhang met Groot Merwede onmisbaar. Dit geldt voor de mobiliteitsplannen (het doortrekken van de Merwedelijn), maar bijvoorbeeld ook voor voorzieningen en werkgelegenheid met een regiofunctie.

De resultaten leggen we vast in een Uitgangspuntennotitie waarover de gemeenteraad van Utrecht naar verwachting in 2026 een besluit kan nemen. Het opstellen van de Uitgangspuntennotitie gebeurt in samenwerking met het consortium van grondeigenaren Rijnenburg, het rijk, de regio, de Provincie en andere partijen zoals Hoogheemraadschap De Stichtse Rijnlanden (HDSR) en netbeheerders.
